It's because there's zero value for telecom to put infrastructure in the bush of a gigantic country with one of the lowest population densities in the world. Even with government subsidies it seems like nothing ever happens. Canada's telecom oligopoly also makes one of the least competitive telecom markets.
They'd be shooting themselves in the foot now that streaming services are so popular. With abysmal internet you keep people subscribed to expensive satellite TV and charge whatever the fuck you want for internet because there's no alternatives other than satellite/LTE internet. There's no "small guy" coming in to save your tiny community from big telecom.
