It was designed this way. There are a few obvious cheats that some of the less subtle countries implemented in order to control the population's input. But on a very basic level, the claim that asking which stranger who should "represent you" for the next 4-6 years would give you decent representation is a bold-faced lie.
Plenty of politicians even point out that they cannot be held accountable for what they said during their election campaigns. And even if they could, that doesn't change that you are asked to redefine your own position such that it fits to one of 2 (in the US) or maybe 6 candidates that have a chance of making it into parliament.
This entire process does not exist to make the people the government. It just serves to legitimate the government.
There are a variety of ideas out there to build a democratic system.
